Catherine McNicoll
South Carolina Attorney
Catherine graduated from the University of South Carolina School of Law in 2016. Following law school she worked as a Research Director for the South Carolina Senate General Committee. In early 2018, the Chairman of the General Committee was elevated to Lieutenant Governor of South Carolina through state constitutional procedure. The Chairman invited Catherine to join his staff as the Director of Legal and Legislative Affairs. This position was a combination of acting as a general counsel for state agency and providing policy advice to the Lieutenant Governor.
Following the end of her time with the Lieutenant Governor's Office, Catherine was an administrative hearing officer with the Department of Employment and Workforce. In this position she conducted over 1200 unemployment insurance hearings.
Catherine then made the leap to private practice, joining Parnell and Parnell PA as their only South Carolina attorney. In this role she managed their statewide civil practice, focused on debt collections and insurance subrogation.
Continuing in private practice, she changed directions in March 2021 joining McDonnell and Associates PA as a closing attorney. Through her time with McDonnell she conducted hundreds of real estate closings throughout the midlands and other areas of the state.
In November 2022, Catherine returned to state employment at the State Accident Fund. During her time with the State Accident Fund Catherine gained experience with Workers' Compensation Defense, while also helping build an in-house debt collections program for the State Accident Fund's Uninsured Employers' Fund. With this program Catherine continued her debt collections experience while developing strategies and tools for the program to continue successfully.
As of November 2023, Catherine has left the State Accident Fund to continue pursuing debt collections through work as appearance counsel and as a contract attorney.
